A specification for patent (declarative patent) for invention (utility model) is an exhaustive source of information about the invention (utility model) being the subject thereof.

It contains the bibliographic data, the description itself, the claims of invention (utility model) as well as any drawings being referred to in the description. The description discloses the subject-matter of the invention (utility model) and confirms the scope of the legal protection defined by the claims declared with respect to this invention (utility model).

In accordance with part 2 of Article 23 of the Law of Ukraine "On Protection of Rights to Inventions and Utility Models" the State Service shall publish such patent (declarative patent) specification.

Specifications for patents or declarative patents for inventions and utility models are published on paper simultaneously with the respective Official Bulletin "Promyslova Vlasnist".

Since 2005, simultaneously with the Official Bulletin “Promyslova Vlasnist”, a publication of the national CD-ROM “Vynakhody v Ukraini” (Inventions in Ukraine) is performed. CD-ROM contains the complete data on the registered patents (declarative patents) for inventions (utility models) in the form of structured information: bibliographic data, abstract, claims and the text of the specification of the invention (utility model). Since April, 2009, authoring tool MIMOSA is used as the search system on the national CD-ROM “Vynakhody v Ukraini”.

The complete data on the registered patents (declarative patents) for inventions (utility models) in the structured form and patent documents in PDF format are also available in the Specialized database “Inventions and Utility Models in Ukraine” access to which is given for free on the web-portal of the State Intellectual Property Service of Ukraine and web-site of the Ukrainian Industrial Property Institute.

Patent specifications on paper carrier and CD-ROMs are delivered on free of charge basis the patent collections of the national system of science and technology information, namely to the State Scientific and Technical Library of Ukraine, the State Scientific Medical Library as well as to all regional Scientific, Technical and Economice Information Centers over Ukraine under Law of Ukraine of April 9, 1999 № 595-XIV "On the Obligatory Copy of Documents".

Also the Public Patent Documents Collection (PPDC) is replenished with the patent specifications on paper carrier and CD-ROMs.
